Some fires blamed on marijuana growers From Staff and AP Dispatches The forest-fire danger in Eastern Kentucky remains high, the state vision of Forestry warned yesterday. The agency said five counties in the arson-plagued region had the most fire activity: Knox, Whitley, Floyd, Perry and Pike. With no significant rain for 12 days and none expected until week's end, the agency noted that 28 counties had issued bans prohibiting all outdoor burning. About 200 forest fires have been set in the past two weeks in Eastern Kentucky, 23 on Monday alone. Authorities said they were at a loss to fully explain the blazes.
"Some folks do it out of maliciousness," said Gwen Holt, a spokeswoman for the Division or Forestry. "Some fires are set to get even with the government, some to get even with a neighbor. Some are set for no reason at all. It's a mystery why." Kentucky State Police Detective Lee Weddington said marijuana growers may be setting fires to burn plots of weeds and debris in preparation for their spring planting. "In a lot of areas where there are a lot of fires, we know marijuana is cultivated," he said.
"Maybe people set fires in retaliation for the work we do in the summertime destroying their marijuana crops." Kentucky's Division of Forestry blames arsonists for about 80 percent of the fires in the region over the past two weeks. The U.S. Forest Service suspects that arsonists set more than 95 percent of the fires in the Daniel Boone National Forest. So far this year, the U.S. Forest Service has arrested two people on charges of setting forest fires and two others have been questioned.

State employees approve union representation Associated Press FRANKFORT, Ky. Corrections, parole, fish and wildlife, and vehicle enforcement officers voted yesterday for union representation, even though less than half the eligible employees voted at all.
The American Federation of State, County and Municipal Employees re ceived 1,284 votes to represent the groups on Gov. Paul Patton's Employee Advisory Council, An additional 287 employees voted for no representation. There were about 3,400 state workers who were eligible to vote. Patton created the council last spring by executive order. The directive does not provide for collective bargaining, though Patton has said he would have included it if he had the authority.
Legislators, who meet again in January, historically have taken a dim view of employee-unionization efforts. State employees are forbidden by law to strike. Union officials have said they want to influence pay, staffing and health-insurance issues. Social workers already have voted for union representation. Two more votes of employee groups are scheduled for this year.
There will be nine seats on the council representing different employee groups.
